Resolution 95-02 was passed to take the Open Space Initiative to the Voters (as well as Resolution 103-02 a referendum on the Pathway easements.) Both were rescinded at the January 16, 2003, meeting as the Council had voted at their December 19, 2002, meeting to accept both the initiative and referendum; therefore negating the need for the resolutions that would had taken them to the voters. Interesting to note that a determination was made that the provisions of the Initiative did not have CEQA implications - see last paragraph.
